Overview

Responsible for leading and managing a strategic and tactical array of people-focused programs and services. The Director of People Operations and Total Rewards will build and support an HR team that facilitates the development of a culture of excellence. HRIS, benefits and compensation are critical focus areas for this position.

Pay rate for this position: $ 60902 - $ 81203 / year

 

The salary of the finalist selected for this role will be set based on a variety of factors, including but not limited to departmental budgets, qualifications, experience, education, licenses, specialty, and training. The above range represents the organization's good faith and reasonable estimate of the range of possible compensation at the time of posting

Responsibilities

  1. Oversee functional elements of HR, to include compensation, benefits, and workforce analytics ensuring that the agency meets its regulatory requirements and also prioritize an excellent employee experience. This position will remain well-informed on industry trends, will be active within the professional HR community where possible, and will challenge the organization to continually develop best practices within HR and business operations.
  2. Ensure that HR processes are developed and performed in compliance with all legal and organizational requirements, standards, and procedures.
  3. Manage the design, administration and ongoing evaluation of all compensation and benefits programs to create a compelling employee proposition that attracts highly capable, mission and culture aligned top talent to HCS. Review audits and approve salary transactions according to applicable procedures. Counsel and advise management regarding salary planning/compensation and regards to internal equity, promotions, interim assignments, reclassifications, transfers, and compliance with any related obligations under the current labor agreement.
  4. Develop metrics related to employee analytics to drive programs and priorities.
  5. Ensure that compensation and other total rewards initiatives are in alignment with the agency’s mission, vision and values and in stewardship of the agency’s resources.
  6. Design bonus strategies for our dynamic populations, which incent high performance and reward desired behaviors, for each specific areas of the agency.
  7. In close collaboration with leadership, ensure our compensation and  benefits strategies are competitive and align with our total rewards philosophy
  8. Create and maintain employee data reports, including compensation reports and overlapping demographic information
  9. Design, manage, and administer the retirement, benefits, compensation, and rewards strategy and communications with support from the marketing and communications team.
  10. Manage relationships and communications with total rewards vendors.
  11. Research and recommend enhancements and changes to our total reward offerings
  12. Optimize HRIS to meet workforce and compliance requirements and create opportunities for automation, reporting, and reduction of manual processes
  13. Research and recommend advancements in HR technology, in partnership with IT and organizational strategy and practices.
  14. Oversee and manage HR compliance function including leading HR audits, documentation, and testing of key controls, and ensuring internal policies and processes support compliance requirements.

Qualifications

  • HR certification preferred.
  • Bachelor’s degree in Human Resources, Business Administration, or similar field.
  • 5+ years HR related experience.
  • 3 or more years of management experience required.
  • Strong proficiency in MS Office, particularly Word and Excel, and experience using HR databases, preferably iCIMS and ADP.
  • Broad knowledge of federal, state and local labor laws, practices and procedures, and current best practice pertaining to total rewards administration and development.
  • Knowledge and understanding of the issues surrounding access, equity, diversity, inclusion, implicit bias, and institutional racism.
  • Must demonstrate excellent strategic thinking, problem-solving and organizational skills. Strong attention to detail and follow-through required. Proven ability to communicate effectively, both verbally and in writing.
  • Ability to establish and build effective working relationships with colleagues and staff. Acceptance of a variety of lifestyles, behaviors, and cultural, and spiritual practices.
  • Experience analyzing, creating, and evaluating policies and procedures and formulating recommendations.
  • Demonstrate leadership abilities and have previous experience working independently and managing multiple priorities and deadlines.
  • A valid NYS driver’s license that is in compliance with Agency standards
